Whoever — (a) travels in a stage carriage without having a proper pass or ticket or refuses to pay the fare for the distance which he has travelled; or (b) being the driver or conductor of a stage carriage, fails to present himself to carry out the instructions of an inspector or other officer; shall be punishable with a fine which may extend to five hundred rupees.
