Legal Text

Section 29: A licensing authority may disqualify any person from holding or obtaining a conductor's licence for any specified period. Section 30: Where a person is convicted of any offence under this Act, the court may declare him disqualified from holding a conductor's licence. Section 31: Any person aggrieved by an order refusing or revoking a conductor's licence may appeal to the prescribed authority. Section 32: Every conductor shall wear such uniform and carry such badge as may be prescribed. Section 33: The conductor of a stage carriage shall, on demand by a police officer in uniform or other prescribed officer, produce his licence for examination. Section 34: The conductor shall not act in a disorderly manner. Section 35: Provisions as to age and fitness. Section 36: Savings for military conductors. Section 37: Power of State Government to exempt. Section 38: Application of Chapter provisions.

Simplified Explanation

Sections 29–38 complete the conductor licensing framework with the same structure as the driver licensing provisions (Sections 19–26): administrative disqualification (Section 29), judicial disqualification on conviction (Section 30), appeals against adverse orders (Section 31), and operational duties. Section 32's badge requirement is practically significant — conductors must wear prescribed uniforms and carry badges identifying them, enabling passengers and enforcement officers to verify their status. Section 33 establishes that conductors must produce their licence on demand by a police officer — paralleling the driving licence production requirement for drivers. Section 34 prohibits disorderly conduct — a provision relevant to complaints about conductor behaviour that can ground disqualification proceedings. Section 38 clarifies that the Chapter's provisions apply only to stage carriages, confirming that contract carriages and private vehicles are outside the conductor's licensing regime.

Historical Context

The detailed regulation of conductors reflects India's historically significant role of public bus transport in urban mobility. Before the private vehicle boom of the 1990s-2000s, stage carriages were the primary means of urban commuting for hundreds of millions of Indians.

Critical Changes

Penalties under related sections increased in 2019 Amendment.

Electronic ticket machines have transformed conductor duties but legal framework unchanged.

Practical Scenarios

"A bus conductor working without their badge — Section 32 violation."
"A conductor who refuses to show licence to a traffic officer — Section 33 violation."
"A conductor convicted of assault on a passenger — court may disqualify under Section 30."
